Basic Troubleshooting
1. The address used should be the billing address associated with the card
2. Make sure nothing in the form was copied or pasted
3. Verify that your credit card company isn't flagging the transaction and sending the cardholder a verification notification
4. If this is an international card, make sure that the international settings are turned on
5. If the credit card is already associated with a PayPal account, log in to your PayPal account instead of checking out as a guest.
In your PayPal account verify that you haven't exceeded your card limit. You may also have trouble if your card is linked to a PayPal account that was closed or if you haven't confirmed your account yet.
6. Clear the cookies and cache on your browser
